Thousands of pets throughout the Houston area have found permanent, caring homes through CAP’s award winning adoption program. Adoptions are the highest priority at CAP. Our staff members are always willing to work with each individual adopter to make that perfect match at the CAP shelter.

Pets for Seniors

To enable seniors to acquire a pet and enjoy the many benefits a companion animal provides CAP offers free adoptions of pets over 7 years of age to senior citizens over 60. Please visit our shelter to view and meet the wonderful "senior" animals who are waiting for a second chance at a forever home.

Pet Match

CAP matches prospective pet adopters with shelter animals. Anyone interested in a particular type of dog, cat or other small pet can fill out a Pet Match request card. If and when that type of animal finds refuge in our shelter, our staff will try to make the purr-fect match! Come visit the shelter, and if there are no available pets matching the breed you are looking for, ask about completing a PetMatch card.

Happy Beginnings

CAP is able to adopt out many animals to happy forever homes. Adoptive families often share their joy below with pictures and stories on our Happy Beginnings page. Help us make this possible for all our homeless animals through a donation to CAP today!

Citizens for Animal Protection is a non-profit organization, founded in 1972, which shelters, rescues and places homeless animals for adoption with loving families. CAP advocates respect and compassion for animal life and provides humane education to help prevent cruelty to animals.

CAP speaks for those who cannot speak for themselves through the following programs and services: Shelter & Care; Pet Adoption; Spaying & Neutering; Pet Care Counseling; Lost & Found Pets; Feral Cat Assistance Program; Pets for Seniors; Humane Education; and Pet Supply Shop.

Mission Statement

Caring for pets in need through sheltering, adoption, education, spay/neuter, low-cost wellness and community outreach.

CAP is dedicated to animal protection with a focus on pet adoption, spaying and neutering, the pet overpopulation crisis, pet care and responsibility, and the humane treatment of animals. We believe that all companion animals deserve a chance to live their lives in loving homes – free from harm.

It was estimated there were over 150 million companion animals in U.S. homes in 2018. Clearly, pets are a source of joy and comfort to their human companions. They are, in fact, valuable members of a family and as such, should be treated with respect and love. Yet more than 6.5 million animals enter shelters each year.

Our Humane Education Programs are an integral part of our strategy to improve the lives of all animals. We hope that once people understand how to take care of their pets and that it is a life-long commitment, the number of unwanted animals entering our shelter will decline. Our goal is not only to help animals, a worthy goal in itself, but to help people through animals.

Through education, we strive to foster a more compassionate and caring community that will support and create better practices for animals rooted in understanding, respect, and citizenship.

CAP is committed to sheltering, rescuing and placing homeless animals in loving homes. CAP advocates respect and compassion for all animal life - we speak for those who cannot speak for themselves. CAP also provides humane education to prevent animal cruelty and raise awareness in the community of the needs of animals.

To fulfill our mission, CAP has developed and established many successful programs and services to enhance the lives of pets and people in the Greater Houston Area and surrounding counties. Some of these programs are unique in Houston, such as our Feral Cat Assistance Program (FCAP).

Pet Care

As Bertrand Russell said, "The good life is inspired by love and guided by knowledge." The good life with your animal companion begins with love, also empathy, kindness, patience, and other virtues. Our animal friends also require care - training, protection, exercise and play, feeding and veterinary visits - that you can better provide through understanding of a pet's health, safety, nurtitional, and other needs.
